5 Compliance to Specifications

5. 1  General

This specification is complementary to requirements of the certifying authorities, legislative requirements and guidance notes issued by any authority & documents referenced herein.

Compliance with the Specification & Standards and to the documents referenced therein does not relieve the VENDOR of his responsibility to furnish units of proper design, workmanship & materials to meet the specified conditions & duties required in the data sheet.

Where other Specifications and Standards are referred to in this Specification, it is the VENDORS’s responsibility to obtain such documents and familiarize themselves with the requirements thereof.

5.2 Adherence to Specifications

VENDORS’s offer is deemed to be in full compliance with all specifications applicable in this project.

Any exemption or deviation that is not possible to be met due to technical constraints shall be submitted with reasons/justification as an itemised list for COMPANY or CONTRACTOR understanding and acceptance. VENDOR to note that Comments or Clarifications NOT listed/highlighted in the list of deviations shall not be considered and VENDOR are deemed to be in full compliance of the Project Specifications.

5.3  Order of Precedence

In case of conflict, the order of precedence shall be:

  • The laws, standards and regulations of the country where project is being carried out
  • Company’s codes of practice
  • Company’s procedures, codes and standards
  • Material Requisition
  • Equipment data sheets
  • This specification
  • International oil and gas industry codes, standards and recommended practices
  • International oil and gas industry good practice

In case of conflict between documents of identical level, the most stringent document will prevail, and written clarification shall be sought from the COMPANY / CONTRACTOR before proceeding.

5.4  Selection of Sub-Vendor

VENDOR shall list in their proposal, the sub-VENDOR’s chosen from COMPANY’s approved sub-VENDOR list. VENDOR shall obtain Prior Approval from COMPANY for those items where Vendor list is not available.

Motor VENDOR shall be selected from YOUR COMPANY’S Approved Vendor List. The intent of this requirement is to select motors from a single motor VENDOR to the greatest extent possible.

The VENDOR shall include in the quotation a list of all Sub-VENDORS proposed for the supply of equipment, including Instrumentation Sub-VENDORS, which shall be subject to CONTRACTOR/COMPANY review.

VENDOR shall ensure approval of the proposed sub-VENDORS is obtained from the CONTRACTOR prior to sub-order placement.

COMPANY/CONTRACTOR reserves the right to hold direct technical discussions jointly with VENDOR and SUB-VENDOR to ensure that the whole equipment as supplied by the SUB-VENDOR meets the requirements of the specifications. Instructions to the SUB-VENDOR can only be given by the VENDOR.

5.5   Vendor’s Qualification, Experience and Responsibility

The VENDOR of the xxxx package shall be the established manufacturer of xxxxx

The offered xxxxx shall have proven field experience. VENDOR shall furnish along with BID the General Reference List of all past supplies and the Reference List for the Offered Equipment and Major Components. The Reference List shall have detailed Technical Information to establish that the Equipment is proven as per the Requirements of the Job Specifications etc. Along with other Technical Details, the Reference List shall also contain the Date of Supply, Date of Commissioning, and Complete Contact Information of the End User etc.

The Reference List shall be provided along with the Bid for all Major Items such as xxxxxx and any other equipment/facility as requested in the Specifications.

The VENDOR shall be responsible for the supply, services etc. of the complete package as specified in the Material Requisition. VENDOR shall also be responsible for the complete co-ordination and interfaces with his sub-VENDORs of individual equipment/components of the package. It also includes the co-ordination and interfaces with the CONTRACTOR/COMPANY.

5.6   Design Life

The design life of the equipment shall be 30 years.
